Title: Chief Analyst

1)       Edits Shanghai staff market commentaries and copy:

l       The purpose here is to ensure that the company's market commentaries, China market news/stories are being published to a high standard, and in a timely manner.

l       The bureau chief personally reviews each editor’s drafted news/stories, to the extent necessary, to ensure a high standard of English and Chinese language is used;

l       and edit them for publication each day in accordance with dateline for publication or on our real-time service for consistency with the company editorial standards and Methodology in the first place, and then with industry standards such as with reputable Chinese newspaper standards for our Chinese texts, commentaries and stories.

2)       Review Shanghai market price assessments:

l       The purpose here is to ensure that all our China price assessments are accurate, reflects the ‘fair market prices’ and derived in line with our company Methodology.

l       The bureau chief personally reviews each analyst’s daily market cover and the Market-on-Close price assessment window activities, and price assessments to ensure accurate and logical derivation of our daily price assessments;

l       and, from time to time, review the price assessment algorithm to ensure all spreadsheets used and calculation logic reflect market/pricing structure such as for taxes, operation costs, arbitrage opportunities/costs.

l       The bureau chief steps in and helps to cover market when we experience staff shortages due to vacation leave or sick leave.

l       The bureau chief also becomes an expert on our Singapore methodologies.

3)       Develop and maintain a robust pipeline of industry issues and stories for in-depth, analytical research:

l        The purpose is to ensure that our China analysts/editors are writing high value-adding news/stories that raises the company stature in China as an industry authority.

l        The bureau chief works to ensure that editorial staffs are similarly focused, and committed to regular ‘bigger’ stories from in-depth, investigative and analytical news reporting.

l        The bureau chief is expected to set an example by developing such similar opportunities and in regularly writing and publishing such news/stories.

4)       Ensures compliance and editorial standards are fully met and developed:

l        The purpose is to ensure that the company meets and continues to develop the high editorial and compliance standards that have been set.

l        This is achieved when the bureau chief personally meets or exceeds all such editorial and compliance standards.

l        The bureau chief further, regularly, reviews each analyst’s/reporter’s works, and provide guidance where necessary.

l        The end result is that the bureau chief fully meets Editorial and Compliance Standards on issues ranging from notes-taking, price assessments, dispute resolution and prompt updating of Contact Lists, and ‘How To’ Guides.

5)       Represents the company's on Methodology and market issues in Asia:

l        The purpose is to ensure that the company has professional, informed and articulate senior staff interacting with the oil industry on market developments and assessment issues.

l        This is achieved when the editor sets a strong, timely and professional example in handling queries and complaints from the industry and takes the initiative in opening and guiding discussions with traders and other industry players on important issues.

l        The end result is that the bureau chief speaks at some major public conferences and seminars and becomes a well-known, well-respected representative of the company editorial group in the Asian oil markets.

l        The position requires a person with strong analytical skills, effective bi-lingual English and Chinese language skills, several years of proven journalism experience in a well regarded newspaper/journal, and strong interest in news/stories writing.

l        An in-depth understanding of the oil refining and trading industry would be a definite major advantage, although not essential.

l        However, as the bureau chief for the Shanghai office, it is important that the incumbent candidate have managerial responsibility in the recent two/three years of a total five-seven years of relevant working experience in multi-office environment.

l        The successful candidate should also be someone who enjoys the challenges of occasional ‘unstructured’ work assignments and having to unbundled and communicate complex ideas/issues in a simple and effective way.

l        The incumbent must have a high standard of professionalism and ethics and similarly expect that of the staffs managed.

l        After due training and exposure to the company business and Methodology, if the incumbent has no oil industry experience, the bureau chief must have the ability and drive to recognize and articulate the industry’s developments and issues in the world and Asia-Pacific in general, and in China specifically, and be able to work effectively with many individuals within the company's management and with frontline teams to identify and successfully resolve challenging problems in market coverage.
